An international conference on war-affected children was held last week in Paris (February 5 and 6). The aim was to highlight the "illegal and unacceptable use of children in armed conflict." Participants endorsed two texts, 1) The Paris Commitments to Protect Children Unlawfully Recruited or Used by Armed Forces or Armed Groups (“The Paris Commitments”), and 2) The Paris Principles: Principles and Guidelines on Children Associated with Armed Forces or Armed Groups ("The Paris Principles"). It rained all night, but that was the least of the worries of three hundred and thirty over four hundred chegués (street ‘kids’ of all ages, often accused of banditry) who were rounded up at 3am. Last time they didn’t stay off the streets for long, so this time they’re being flown Katanga, Kabila’s heartland, 800 miles south-east of Kinshasa. The government says the young men will be ‘educated’ and ‘made useful to society’ by picking maize in some sort of agricultural boot-camp, and NGOs are invited to join the sociological fun. It’s not clear what will happen to the thirty-five women or the three babies also caught up in the sweep.
